The Law of global development of human civilization

Following the introduction of the title of this article to the reader, I would like to give the explanations to the first and most probably expected question of the reader – What do you mean by “New Vision”? So, let us give a short explanation with regard to the content and sense of the idea discussed by this article. The new vision of history of our civilization consists in abandoning the most widely known model of human civilization development and adoption of a new classification: Firstly – there was no primitive communal system, slave-owning system, feudal system, capitalism, and socialism. There was no and there would never be any postindustrial or informational society, no economic stages of society development ever existed. Secondly – the development of civilization was ruled by absolutely other laws. At this stage of article reading our most-respected reader may decide whether it is worth reading further or it would be better for him to find a more important thing to do.

For us to have a more clear understanding of the New Vision of our civilization, let us look at it in an ordinary way, as most humans usually do. What do the majority of the people think regarding our civilization? The common impression is that our civilization is rather a developed one. This fact is also confirmed by the architectural achievements of many cities of the world, by breakthrough development of computer technologies, development of transport and telecommunications systems. To the category of most impressive achievements belong the wonders of microelectronics. However… Let us consider all above achievements from the opposite point of view. Cement, concrete and their production provide the basis for all construction technologies in the world. Since we cannot find the other approach in the construction sphere, we just bulked a huge number of boxes made of concrete, created a set of megalopolises and big cities, and a set of big problems at the same time. I don't think that it is very good, and it is not good from many aspects: health aspect, ecological, psychological, and security aspect as well. It is sufficient to watch some catastrophe movies that show what happens with megalopolises and big cities in case of a danger or threat, to see that the security is the weak point. The real contemporary incidents such as short-time failure of electric power supply, inundations, showed how unsecured and vulnerable we are. So, this achievement is rather a doubtful one, and I do not think we should be too much proud of it. Our transport successes are also not very impressive. The inevitable for the civilization – interconnection of cities and countries with transport highways and communications – roads, railroads, communication lines, power supply lines, spoil the untouched outlook of the nature, and damage the natural balance. Moreover these roads are abundant in noisy and fumy transport. This achievement may be called beneficial with a big degree of doubt, and I doubt very much that humans could be too proud of it. A lot of people understand it all, including the leaders and public statesmen. They try to change and improve at least something. But the ongoing move of civilization is inevitable, and cannot be turned back. And finally the most important achievement of civilization – electronics. At first sight it looks impressive. But, let us remember that the basis for all electronics and electric engineering is provided by the electric power. The electric power is the energy of the secondary type – and the major part of it is produced by means of burning the natural resources of the earth. It is produced from oil and petroleum products. We receive some portion of energy from waterpower plants and atomic power plants. But they can hardly be called – “ the achievements of the civilization”. Both of them, the waterpower plants and atomic power plants seriously damage the ecology of the planet, and represent a serious danger in case if their dams and reactors are destroyed. So, ladies and gentlemen, we just burn something and are very proud of it. The short preliminary conclusion is – our civilization is an oil, electricity and concrete one. Well, nobody could ignore the benefits of electric power. But as for the rest, people would prefer to see the wood and coil civilization. At least, during the contemporary stage. But unfortunately this is impossible at the moment. And what about the future?

Now, let us have a very brief look, since this is not the main goal of this article, at the level of our knowledge, scientific knowledge. We do not have the clear and adequate knowledge with regard to the basic things, objects and phenomena. We widely use the electric current but we do not have the full understanding of its nature. We burn oil but we no not know the exact nature of it, its origin and the importance of oil for the earth in general. We know almost nothing! I would advise to any interested reader to search the Internet for any scientific sites, and to read everything that these sites contain for a considerable time. To read about the problems the solutions for which, are looked for by the scientists. The reader will come to a conclusion that we know so little about our world. Many thins and phenomena that we use in our everyday life and which seem to be very simple, in reality are unknown and not understandable for us. The examples of oil and electric current – the phenomena that we know so little about but we use them, I have already given. The other example is the living matter. Every schoolboy knows that a dead cat that lies under a bush is a dead but not a living one. But from the scientific point of view, the things are not so simple. We still do not know where the edge between life and death is. Where is the edge between the reasonable matter and non-reasonable one. Nobody managed to prove that a stone, a rock or a planet do not have reason. So, dear reader you are welcome to log on to scientific sites and to see it for yourself that we are only approaching the real knowledge of many phenomena. Our modern knowledge of many contemporary phenomena are unclear, inexact, non-accurate and very approximate. But sooner or later we will understand them. By this article I'm trying to approach the real understanding of our civilization. But at the moment we still do not have the exact knowledge with regard to the structure of the universe, the structure of the matter, we do not know our planet, our civilization and ourselves. The smallest knowledge we have about the human. What else can be said on this problem – This year witnessed the award of the Nobel prize to the scientists that discovered the mechanism of olfaction – the way we olfact odors. The way we see, think, collect and store the memories, our genetic mechanism, and energy of the human body – all these phenomena are still to be discovered in the future. The psychology of human for us is simply unscientific fantasy.

I foresee a question of the most respected reader. Since I have been thinking for so many years regarding the way this Law should be introduced, I will respond at once. That's why in the beginning of the article I emphasized the low level of development of our civilization, and scarce knowledge of people with regard to our civilization, for you – the Most respected reader, to remove the look of wisdom from your face, to abandon the position of the Great Converter of the Nature, in order to read this article through with attention and calm attitude. I hope for a kind and easygoing dialogue and understanding. The Idea I'm going to propose belongs to the sphere that is familiar to every educated man and every educated man has the understanding, level of knowledge and relevant experience in this sphere. One humor man said with regard to this issue: “Every man knows how to train the national football team, how to be the president of the country, how to make policy, how to manage the war campaigns, and how to interpret and explain the history”. That's why I think that it would be not so easy for me to receive the approval of the reader with regards to this issue.

At the contemporary stage we do not have the complete knowledge of our civilization. What our civilization is? What is the human society? What are the laws and ways of its development? This article represents my attempt to solve this problem. How? I'm offering a Law: “The Law of global development of human civilization”. This title of the Law has been selected by me in order to show the area of its action, its nature, and to show whom it is designated. I foresee the question of the reader: “Isn't it all clear here without any explanations? There was a primitive communal system, slave-owning system, feudal system and so on. What else new can be here?” I respond to the thoughtful reader. Nothing listed above ever existed. There were slaves and slave-owners, but there was no slave-owning system. There were feudal lords and peasants, they exist even today as well as the slaves and the slave-owners in the contemporary world, but there was no feudal system. We also do not have capitalism now and we didn't ever have socialism as well. The world developed with the help of other laws. Or to be more precise by means of “The Law of global development of human civilization” (named below “The Law”).

There is a set of basic theories with regard to the development of the human society. I propose to every reader, no matter whether he is a schoolboy, a student or a grown-up man, to go to the nearest library and to ask for the Manual on Political science, in any country and in any language. All suchlike manuals contain almost the same. There are several basic points of view and theories with regard to the development of our civilization. I would not list them in detail. Everyone can make it independently. They may be grouped into several directions.

Civilization approach – this theory do not explain anything. It shows the geographic location where the development took place (Sumer, Egypt, and so on.). Public theories – from the first Utopians to the modern theories. The most prominent theories speak about the “information society”, “post-industrial society”. That's all. These theories do not make forecasts for further development. Economic theories – the creators of the economic theories approached the right understanding of the phenomena closer than the other. They moved to the right direction but stopped halfway, since they failed to create the right classification and systematization of components. I belong to their followers. There is also a kind of a combination or symbiosis of the above theories.

Of course nothing emerges out of nothing. The proposed Law also has its roots. I would like to explain some methodological principles of mine. This article is the English translation, that's why I often not only propose a term or a title, but also explain its essence in detail, for the reader to have a clear understanding of the essence of this term. I think that this is very important. The classification of phenomena is the issue of special importance. Also in the course of this article I'll give the examples that originate from the natural sciences: Physics, Chemistry, Geometry. Since the terms used in these sciences are more precise then the terms used in public sciences. I from my side do not want to see the double interpretation of any phenomenon or term used in this article.

The thoughtful reader may ask: “Didn't the previous theories work well? Didn't they explain the development of our civilization in a way?” Of course, these theories have been acceptable at some stage. But today, the following model is most widely used: Primitive communal society. Slave-owning system, Feudal system, Capitalist formation, Socialism. Even here we have the inexact terms – “system”, “society”, “formation”. But in general this model is very simple and it was very useful and acceptable at earlier stages. It played its role, although this role was very negative. Why? There is nothing more dangerous for people than the wrong public theory. But this should be judged by the reader after getting familiar with the proposed Law. I strongly believe that the most important thing is the right systematization and classification.

I give you an example. I read in one Chemistry manual the classification of the chemical gases that was used in medieval age. The gas may be kind or may be malicious (this chapter was devoted to the history of development of the Chemistry as the science). Nowadays we can only laugh at this classification and to argue with its author – the medieval alchemist. For this purpose we may use the invention of the greatest science fiction writer – Herbert Wells, - the time machine. We enter the medieval laboratory of the alchemist; we greet him and begin to talk about the Chemistry. We tell him that he doesn't know about so many things. We tell him that there are atoms, electrons, protons, orbits of rotation, valence bonds and so on. We tell him a lot of clever and wonderful words. The alchemist listens to us attentively and looks at our modern clothing. Then he says: “So, my dear guests, you say that my classification is wrong? Well, let us check it. There are two vessels in the corner. One vessel contains chlorine – this is the malicious gas. The other vessel contains oxygen – this is the kind gas. Please, approach them, put your head into one of the vessels and breath its gas. I would speak about the rightness of my classification with those who'd remain alive after this experiment. We do not dare to participate in this experiment. Our wish to argue quickly disappears. We apologize, say good bye to him, go away, go inside the time machine, return back to our age and begin to discuss the situation.

Is the alchemist wrong? We, modern people know everything, but he, a man from medieval age doesn't understand anything? Is it so? No, it is not. The situation is very simple. The alchemist is right but only partially. His definitions and classification do not give us the complete picture and understanding of a phenomenon. His classification characterizes only one property of gas. But he is right. But let us prove it. The difference is in the point if view. We should find the right approach and point of view in order to understand a phenomenon.

Let us take an example from drawing and geometry. Let us consider the drawing of a simple chair, without any excesses, that surely do not belong to Venetian style. The straight boards, seats, backs. All components of the chair are flat and are interconnected with the angle of 90 degrees. If we look at this chair straight in the frontal position, we would see only several orthogons. It is difficult to understand that this is the chair. Now let us look at this object with the angle of 45 degrees and more, and we'll see the chair. This angle will enable us to see the seat, the back part, and the legs. It would be clear that this is the chair. What do these examples show? In order to understand a phenomenon we should look at it from different points of view. Now let us come back to political science. Are the previous theories of society development right or wrong? From the point of view of modern civilization they are wrong. But they are natural and necessary as the stage of overall science development. The process of scientific study is the selection of the right point of view. The main and final stage of it is the systematization and classification of a phenomenon under study. And now let every reader ask a question to himself. “Do we have a right point of view with regard to our civilization?”

Let us come back to the Law. Let us pronounce its full title: “The Law of global development of human civilization”. Let us make some explanations about its title and used terminology. I propose not an idea, a hypothesis or a theory to the attention of the reader. I propose the Law. What is the difference between these notions? Let us not consider the terms “idea” and “hypothesis”. Let us consider the term “theory”. What is the difference between the theory and the Law. The difference is very evident and considerable. Let me give an example from Physics. Let us remember the Great Relativity Theory of Albert Einstein. This theory has always been only a theory! Nobody, including Einstein, has ever called it a Law. This theory was subjected to some changes. This theory contained two main parts – basic and special. Some notions were from time to time included or excluded from the theory. This is a normal thing for a theory. What was Einstein saying regarding his theory? He was saying that he do not think that at least 10 persons on the world really understand this theory, that he, being the author of the theory, is not always sure that he completely understands his theory.

In our times this theory is more and more often subjected to criticism from the part of modern physicists (I advise to the interested readers to log on to Internet and clarify it for themselves). Why? Let us remember our alchemist. And what! Einstein was wrong? No! It was so in his times. But the work goes on. Thousands of physicists (or alchemists) work in different labs of the world. The process of actual collection of material goes on. This process ends when the new Law goes live. In Chemistry it is the Periodical Law discovered by D. Mendeleyev. In Physics this was the Theory of Relativity by Einstein. But now a new Law should substitute this theory. But we do not have it yet. This is the difference between the theory and the Law.

In political science I propose the new Law instead of old theories. The Law of global development of human civilization relates to all countries and nations of the world. This Law has the objective power as for instance the Law of universal gravitation. There are no national or other peculiarities. All people follow the same route of development. No matter what your nationality is, where are you from, are you from South or from North, everything is determined and is objective. All countries and nations develop in the framework on one Law. This is the same as the Law of universal gravitation. “No matter how you jump from the roof, you'll fall down anyway. But if you like to fly, learn the peculiarities of other law – the Law of aerodynamics. And you can fly in any direction, up or down. But you should learn the law of aerodynamics and follow it. Use it. If you neglect any of the laws you ruin the whole project. The interesting thing is that in aerodynamics, shipbuilding, and other engineering sciences everybody understands it, in political science everything is possible. You can state a new theory; realize it as the public practice and to kill millions of people. This is the main reason for all bloody events of the 20-th century, although it can also be explained – there were only theories (wrong theories) that time, and there was no Law. That's why people made so many mistakes. Let me continue with the Law. The action of this Law is focused on human civilization only. What is our civilization? This is a civilization of biological organisms – people. If our civilization looked like a reasonable ocean, as it is in the famous science fiction book – Solaris, there would be the other Law on the planet. But our real existing Law and that possible Law are subordinated to the Law of Space Energy. This is the main Law that governs all other possible Laws of development of all possible civilizations on any planets, all forms of life and reason. We'll speak about it below.

So, the Law has the objective force in our civilization – biological organisms – people. It spreads its influence on all nations and countries. The Law is the Law of development. Or maybe there is no development at all. The monarchy existed before, and it exists now. The republic existed before and it exists now. Maybe we are not subjected to any development at all.

Now let us define a very important aspect. This is the point of reference. We should find this starting point of reference from which we can determine our progress and development of our civilization. What are the criteria of development? This is the same that we looked at the chair.

For this purpose I offer to the most respected reader to take part in an action. Let us imagine a long highway somewhere in Africa. A big jeep outlander of the last generation drives along this highway. A tourist from one of the richest countries drives this jeep. This tourist goes for a holiday. Let us feel this situation. We hear the roaring of the engine; we see the night, stars in the sky, highway in the light of the moon and headlamps. The interior of the jeep looks extremely sophisticated. Stereo system, illumination, comfort. For the completeness of the picture let us imagine a wonderful blond lady inside the interior of this jeep with the odor of French perfumery. What else, this tourist goes for a good and exciting holiday. The engine is roaring, the stereo is playing. This guy can be envied. Further on the highway there is a local inhabitant – aboriginal who stopped for the night. He was grassing during the entire hot African day the flock of his sheep and camels. He was working and guarding. And for the night he stopped his flock near the road, put it for sleep, gave it some water, put around the guarding dogs, checked his weapons. He made a fire, put his teapot on the fire in order to drink his favorite tea and to get warm in the night cold. The moon is shining, the fire is smoking, and he has a free time for his personal thoughts. And at this very moment there appears on the highway the jeep of our rich tourist from western country. The headlamps of jeep throw the light on the aboriginal and his flock. The aboriginal raises his head and sees the jeep. Now let us imagine what were the thoughts of the heroes of our action. The tourist thinks: “Well, this aboriginal is so primitive! He seats near the fire and burns his firewood. It must be very difficult for him to guard his flock. But maybe his life is better than mine, maybe he is happier than me. After two weeks I should return back to my job again, and to see my terrible boss again” (but this is already the psychology). And what are the thoughts of the aboriginal? “Again another rich tourist drives a jeep. What a life they have – like people from the other world. He drives a wonderful car. A beautiful lady is near him. This is not like my eight wives tired of endless work, and always all of them are pregnant. Maybe he's happy”(But again this is the psychology). In reality we can imagine their mutual interest and their thoughts. One of them is the representative of a high class – rich, tidy and pleased. Another is poor, tired and dirty. From the point of view of an observer from our civilization they are situated on very different levels of development. Now let us introduce into action the third observer who will provide us with the independent vision from apart. Let us imagine that an UFO is hanging up over this area – an intelligence shuttle. And it doesn't matter whether UFO exist or not. I do not examine at the moment a question regarding our loneliness in the universe, or regarding the great number of inhabited worlds. I mean the existence of the intelligence shuttle in the place where our aboriginal met our tourist. And what are the thoughts of the UFO pilot? I repeat again, it doesn't matter whether this pilot exists or not. Let this meeting take place on another planet, where two local inhabitants – the aboriginal and the tourist met each other on the highway, and both of them are being watched by our intelligence pilot. What should the intelligence pilot communicate to the space cruiser situated on the orbit of the above-mentioned planet? We will consider this situation a little bit later. But now let us say: the intelligence pilot communicates to the intelligence cruiser that he watches two aboriginals and both of them having a bad smell, and being on the same stage of development. Both of them produce the energy by means of burning the organic fuel. One aboriginal puts the wood into fire, the other pours the flammable liquid into his car. But this is the same that the fire, because both of them burn something.

Now let us make a conclusion. From our point of view, from the point of view of the earth observer, the tourist and the aboriginal – are the people belonging to different worlds, countries, and different level of personal development. It seems very easy and understandable for us. From the point of view of UFO pilot, both aboriginals are situated on the same level of development. Now let us make a conclusion. From the space point of view the picture looks absolutely different than from the point of view of the earth situated observer.

Now let us ask a question. Now we are almost ready to answer this question. What information should obtain the commander of the intelligence shuttle? What data should he communicate to the commander of the space cruiser situated on the near planet orbit. Imagine the situation that our earth spaceships went on to conquer the space. They will meet a lot of planets on their way, some of them may be inhabited. What crucial information should be obtained and communicated first by the foreign intelligence officer who landed on a foreign planet? Suppose everything on that planet is in order – the land, the air, bacteria and viruses. The planet is acceptable for living of human beings and they can land on it. What crucial information should be obtained first. Now try to guess, our most respected readers, from the point of view of our terrestrial needs and requirements. Someone would say that the intelligence should find out whether there is the democracy on this planet, and what is the procedure of election of the Great Leader. Do their elections correspond to the terrestrial election requirements? Suppose we find a civilization of reasonable ants! They would not even understand our question. So, what should be found out by the intelligence officer first? Let everybody put himself to the place of the President (or the Great Leader) of the earth civilization, who directs his space cruiser, which costs a lot of money paid by the tax bearers, to the outer space. He should give clear instructions to the commander of this spaceship. What information should be obtained first. The life of the crew members and the success of the spaceship mission depends on it. What should be written in the service instructions, statutes and instructions? I think that the main question would be to determine the energy potential of the civilization. Energy. This is the only and most important equivalent in the entire universe. So, any president of any civilization, who sends his space fleet to the outer space will instruct them with the first and most important mission – to find out the level of energy use and energy capacities of the aboriginals. All other instructions and missions are of the secondary importance. Let us repeat once again – the Energy!

Energy. This is the only and most important criterion in the entire universe. This is the phenomenon that determines the power and force. Most of people do not understand the full meaning of the notion – Energy. What is energy? I will propose to the reader to enter the scientific Web-site in order to find out what the energy is. Someone would say that this is the liquid that is poured into the tanks of our cars. Someone would say that this is the electric power: You switched on the switch and – here it is. Now let us come back to our characters mentioned above. Let us imagine that the aboriginal is a very good person, wonderful family man, very kind and mild. And now he goes to the town in order to take place in the democratic elections. The tourist is a very bad guy, and his photo is placed on every police station with the word “WANTED” written on it. Does it all mean anything for the space? No, nothing. A good aboriginal near the fire or a bad tourist inside the car – the level of energy is equal.

Now let us make some intermediate conclusions. From the point of view of civilization – it is only the energy that is of the primary importance. Now it is time to propose and formulate the Space Law of energy. The Law turned out to be very simple and understandable. Although I'm not sure in the absolute accuracy of this Law, it is not the main point of my article. I think that nobody from the earth could be sure in the accuracy of the above Law. We can only guess it. The further discoveries in Physics will clarify the basic provisions of this Law. I think that when we'll send our earth space fleet to the distant parts of the universe, we would provide our commanders with that very instructions.

So, the Space Law of Energy. Now we can clearly determine the levels of energetic potential of the civilizations. First level – when the primitive communal tribes use the muscle force of themselves and their animals as the basic source of the energy. The second level – when the civilization burns the natural resources (wood, oil, etc..) in order to obtain the required energy. And in this case the amount of the burned materials is not so important. The way of energy production is important itself. The third level is the hydrogen energy. There is a lot of hydrogen on earth and in the universe. The fourth level is the level of consumption of the energy of a Substance. The fifth level is the level of consumption of the space energy (vacuum, black energy, black substance). The sixth level – is the level of consumption of mental energy.

Now we make a conclusion. At present our civilization is located on the second level of energetic development. This is the level of burning the natural resources.

Let us come back to the beginning of the article and think – Do we have to be too much proud of our current position, our most respected earth inhabitants? Should we be proud of concrete boxes and smoking cars?

Let's go further. If from the point of view of the space we are located on the second level of energetic development, is it so important for us and for the space? Firstly, we do not know what the space is. Even if we are the only intelligent civilization in the universe, we do not know how many universes exist. Even if we are the only in the universe, we have in this case even greater responsibility. Even if there is nobody in the space, we would anyway construct the space fleet and will fly to the distant parts of the space. We will be the aliens and UFO on the other planets. We do not require too much for that. We should jump to the other energetic level, preferentially to the fourth one.

All listed above was only the preparation to the main part of the article. Our major task is to understand the Law. If from the point of view of the UFO pilot the aboriginal and tourist are situated on the equal level of development, from the point of view of humans like tourist and aboriginal, they differ in a way. Below we'll consider the question of coordination between the earth levels of development and the space energetic levels. I think that the most respected reader will see for himself that the picture turns out to be very simple and understandable, and the whole scheme of the proposed Law of development of human civilization would be well coordinated with the Law of Space energy. Now let us consider the main part of our article – the essence of the Law.

Now let us consider the issue of the Law form. It is very possible that many readers would laugh when they reach the end of this article. Why? Due to the simplicity and concreteness of the Law. And the Law should be concrete and simple. The Law that I propose is very simple and understandable since it is likely to be understood by every simple man with at least incomplete secondary education. The Law cannot be other than simple. All Laws are very simple. For the purpose of interest, please, take the manuals on Physics and Chemistry. Look! All important Laws used by the humans in his grown-up life, are studied in the framework of the secondary school. Some things are studied at the university, but the majority of useful things are learned at school. This knowledge is very simple and understandable. So, one of my tasks is to propose a Law that would simple and understandable for every inhabitant of the Earth, because it is related to everyone. The Law cannot be complex. It is always simple and understandable. It is the theory that may be complex. For instance the Relativity Theory – nobody understands it. When the unified theory of the field would be discovered, nobody would understand it except a small group of most intelligent academicians, unless the basic ideas of this theory are stated in the form of simple and concrete Laws. Everything is very simple in the world. The most difficult are the things that are still undiscovered, non-investigated and non-systematized. The phenomenon becomes simple and understandable when it is studied and is expressed in the form of a Law with definitions, formulas or schedule. Maybe in 10-15 years the school manuals would describe the model of the universe, indicating the powers and energies that are used there. The university students would study the mathematical apparatus of this model. What would this model look like – a fanned bladder or a flat pancake? It is still undiscovered.

I foresee a question. If there was no capitalism, socialism, no feudal system, slave-owning formation, no primitive communal system, what really existed and what exists now? What is the way of civilization development? Is it developing or not? Surely, it is. For us to understand how it develops, we may use the invention of Herbert Wells, and go back to the times when people simply lived, without any theories regarding their lives. Let us go to the early medieval times in France for example. We go inside the time machine, go through the time, land, come out, leave the time machine in the bush near the road and come out to the road. Where are the local people? Let us see how they live. A group of people is approaching us. One of them is an old man, and judging by his clothing and respect of other people towards him – he's the leader of this group. We approach them. On seeing us, three of them – three big men with big wooden rods in their hands, grouped over the master - old man with the aim to protect him against any possible danger or unexpected event. We greet them and tell our names. The master answered to our greeting and then was looking for some time at our strange clothing, and finally asked us:



• Where are you coming from?

• We are coming from a very distant land situated behind big mountains. We do not know whether you've heard the name of this country, - we replied.

• Yes, I didn't hear it. Where are you going and for what purpose.

• We travel across different countries and see how people live. Please, tell us about yourself and about your land, - we asked.

The state strengthens and the trade relations improve. The king takes care of people, open the universities, supports the arts and crafts. He judges everybody justly and strictly. In former times the dukes used to discriminate and offend the ordinary people. But now the situation is better. This is the way we live – finished his story the respected Pierre.

• Dear Pierre, please tell us what is the type of your public system? Pierre looked at us with bewilderment.

• What do you mean by that? Maybe you didn't listen with attention or you are not too clever. Or maybe you are not the travelers but some spies. Maybe I should order my boys to bring you to the town guard for them to put you to the question. I do not understand what kind of mess you have in your head.

• No thanks. we do not need guards. We are the peaceful ordinary people – We told him in a worried voice. Please believe us dear Pierre. We really come from a very distant land. And probably our heads are in a mess. We have seen and heard so much.

• OK, said Pierre in a relaxed voice. I repeat. I live in my house – that one – I showed it to you already. That flock of cows and that mill belong to me. This is my property. Our town belongs to the baron K. this is his property. The baron K. is the vassal of the duke B. He is our master. The duke B. serves to our blessed king L, who lives in the capital. The capital is called Paris. We all live in France. Now you understand everything?

• Yes dear Pierre, we cried joyfully. Everything is very simple and understandable.

• You should have said that long before, murmured Pierre.



A long talk made him tired. We said good-bye to Pierre and his people, and went back to our time machine. We jumped into our machine and went back to our age.

We start to analyze. Indeed everything is so simple and understandable. There is nothing excessive. I think if we had gone to even earlier times, the result would be the same. If we go to the 19-th century for example, we would hear a lot of interesting theories regarding the just and happy society, etc.. What important things should we understand from our talk with wise Pierre. The conclusion is very simple. All people and every particular man live in the conditions of economic relations, under the influence of local and great powers and authorities. There is nothing else. At some stage of our development there appeared the necessity to explain and understand this development, and there emerged the attempts to explain our development. Unfortunately these attempts were incorrect. Wrong systematizations have been adopted. These were the attempts to find the truth for the according epoch. Let us return in the beginning of the article and remember our talk with alchemist. Let us remember his classification. This was also the attempt to explain, a kind of systematization. It is not his fault that this systematization was not quite right. At the times of that alchemist, the level of science development prevented him from making a more objective and precise classification. Let us come back to the conclusion we made from our talk with Pierre: people in general and every particular man live in a very simple and understandable situation – in the conditions of economic relations, under the influence of local and great powers and authorities. That's all. There is no public relations, there are no public systems, etc.. There are only two components: economic relations and influence of powers and authorities. A man does not live in the society. He lives in the conditions of economic relations.

The economic character of our lives is predetermined by the biological character of the human and by the existence of reason. The human should have a meal three times a day, he should have the accommodation, house or flat. If the mankind was in the form of the thinking ocean, and had the other energetic exchange, then the mankind would have the other type of life.

I foresee a lot of questions from the reader on this issue. But in the course of many years of thinking about the Law, I asked much more questions to myself. So, let me answer the questions one by one. The existence of authorities, the type of the state – this component is almost a constant. And in reality. We had the monarchy for many centuries, and we have it now. We had the republic for many centuries and we have it now. Little has changed. There is nothing new here. Anyone could open the manual on Political science and prove it for himself. So, we should not spend too much time analyzing this component. The second component is the economic one. This is the most interesting and the main component of existence and development of our civilization. We'll pay the most attention to this component. And finally – the public system component – we do not have it. It simply doesn't exist. A man does not live in the society in the conditions of public relations. There is no capitalist or slave-owning society, or formation. There is no society at all. We should abandon this term as soon as possible. Here we may hear the indignation of some readers. No society? How is it possible? The man is the social being. That's why he survived and became the master of the world and nature. That's why he created the greatest inventions and achievements, and etc… Stop. I advise you to come back to the beginning of the article and to remember the concrete boxes and smoking automobiles. Also it is worth mentioning that we are situated on the second level of development of the space civilizations. So, in the 20-th century we made a lot of subjective mistakes, we experienced catastrophes and we lost millions of people by using the wrong public ideals. So before making any judgments of our public character, we should better think about the civilization of bees and ants. There is a lot of public things and phenomena there. A very exponential concentration camp! No payment for the labor, except a portion of nectar.

Now, when the indignation of the readers calmed down, I foresee a question. I'm answering. And I'm repeating. The man doesn't live in the society and in the conditions of public relations. He lives in the conditions of economic relations. The more sophisticated these relations are the better. If there are no such relations, there emerge the relations of slave and master, and a portion of nectar in the anthill. Although the relations between the slave and the master also have the economic ground - a very undeveloped and unattractive one. I think that the modern intellectual people with democratic orientation would not like to try such slave-master relations on themselves. Although the slave-owning awaits us in the wide development. My Law forecasts that unfortunately. But this would be described later.

And what about the “Public relations”? let us repeat again – there are no suchlike relations. There were such relations in the beginning of the civilization when the primitive communal tribes roamed the woods. There were no economic relations during that period, since it was dominated by public relations. The same thing we can witness now in the community of ants, bees, inside the lion's pride, or a pack of wolves. But step by step – the man abandoned the world of animals and started the economic activity, although it was primitive at the beginning. As for the animals – they remained at the public stage of their development. Nobody would say that a lion would exchange the product (a killed antelope for instance) for a set of new nails provided by his lion-fellow or put on sale in the local shop. In my opinion the situation here is very simple and understandable. We should only look at it from a specific point of view. Only when we looked from that point of view we experienced the “First Great Change” – mankind abandoned social relations and started the economic relations. At the moment we have sometimes the nostalgia of old times, and some instincts of that right and just, although a cruel time. But in the distant future we are to experience the “Second Great Change”: the mankind will abandon the economic relations. The exact time and location of this event will be determined by the further study of this Law. For the complete understanding let us look at the civilization of animals. I recommend to the reader to watch the TV-channel Animal Planet. Let us take an anthill as the example. This is a superb civilization. The dream of every dictator. Firstly, the ants never sleep, they only work and sometimes fight in a war. Secondly there is e very strict hierarchy and well-developed social relations. Now - a very important question. What is the difference between the ants and the people? Aren't their activities reasonable? Who proved that. Don't they have the reason? What is the reason? Don't they have a soul? Are you sure? But I do not like to be too philosophical, since the proposed Law is of the genuine economic nature. Let us confess that the relations inside many groups of animals have a very high level of social relations. Some animals, for instance beavers, these relations have a very high level of production and construction achievements. So, what is the difference between them and us? I believe that if tomorrow one clever ant tells to his fellows – “Guys, I decided to open a bar in our anthill. So from tomorrow on, I would exchange every caterpillar for two cups of nectar”, - it would be the end. They would be equal to us. I don't know maybe from the religious point of view they would be different, this is not the object of my study, but in the beginning this ant would exchange goods for goods, and afterwards they would have their own money. A little bit later they will construct the railroads between the anthills, construct an airplane and a spaceship. Considering all above I made a conclusion that it is not the labor that made the homo sapient, since a lot of biological organisms work hard. It is the transition to the economic relations. Firstly these relations were of the primitive nature, then they developed into money, stock exchange and so on. This transition made the homo sapient. If in the primitive communal tribe our ancestor would not decide to give a stone in exchange for a rod, we would have been searching the insects in the skin of each other until now. I do not know even now who inspired him to make this step – the God or the evolution.

Now, my dear reader let us think about these very economic relations that are so important. There is nothing that stands apart of the economy. There are no suchlike phenomena or relations in human life. Alongside with the economic relations there are the relations with the authorities. Here they are. Let us consider an example. Suppose tomorrow three elderly women would decide to open a chorus-singing group, what would their organizational problems be? Where to find the money for chorus registration, rent of the required space, to purchase the audio and other equipment. All listed belongs to the economic relations. Then they will have to address the authorities in order to go through the registration process. Then they could meet and sing together. If they would not like to go through all these difficulties, to register officially the chorus, to have any economic and legal relations with the authorities, what should they do? They can meet each other and sing at home. But this is not the relations already. This is their private life. Suppose tomorrow you would go with your friend to a bar, to speak to each other and to drink a glass of beer, this doesn't mean that your relations are of the social character. The ants also hang about with their cirrhoses, and communicate with each other. But they do not pay the money. But you and your friend would pay some money in the bar for the beer you've consumed. This means the economic relations. This is the crucial thing for the human civilization.

Which other example can be given, my dear reader? Try yourself to imagine an example of possible relations outside the economic sphere? Maybe charity? Any charity actions require the money, any activity requires money. They could be seen everywhere as the Donkey Ears of King Midas. What type of activity could be imagined without the money, and without the economic relations? Maybe someone would imagine something. But let us be frank – this would be not the main activity of humans. This would be the 99-th position out of 100 judging by the importance. This secondary activity would not influence the Law in any way. I do not give the example of creation a commercial firm, production activity or provision of some services, or participation in suchlike relations. This is the main part of the human activity. Family? No. Art – someone cried out! He cried and stopped crying at once. He has evidently got afraid of the words he cried. Maybe someone would cry – sport. OK, we'll speak about the sport industry as well, dear reader.

Let us make an intermediate conclusion. The human civilization is a set of economic relations that are governed by the authorities. That's all. It is very simple and understandable. There is no society. Let's go further. As we mentioned before, the relations of the authorities represent the “constant”. This is the unchangeable member of our equation. What is the variable member of our equation? Economic relations. This is the idea. This is the real development. Now, my dear reader it is time to clarify the structure of our civilization. I feel the impatience of our reader. When would we start considering the Law itself? Very soon. We should understand how our civilization looks like. Let us give an example. Let us take a big and powerful truck. We load it with money. The full body loaded with money. Now we send it to a trip. This trip would go not along the modern perfect roads but along the different type roads including the scarce roads. This is the portrait of our civilization. Having the full body of money the truck always gets into some problems and difficult situations. It stops, turns to wrong directions, looses the way, gets the good road, skids, some parts get broken, and should be bought and changed, and so on. The driver should have a sleep, rest, meal, have some fun, watch TV, etc.. This is a very simple picture. Let us enlarge it. There are a lot of players on the field of civilization. There are about 200 countries in the world. Now let us imagine a picture where we have a line that consists of 200 trucks. Not even the line but the rally “Paris-Dakar” across the desert. In the body of each truck representing each country there is money. Some trucks are loaded excessively with money, some have a very small amount. The trucks are different. There are very strong and powerful trucks, more decent trucks, there are also very bad and weary trucks. The drivers are all different. This is a more precise picture of our civilization. Bu this is not the final variant. Let us enlarge this picture even more. What is the real picture of our civilization? We have said already A, then B, now let us say C. our civilization is the world market. This is its real profile, without any retouch and fog. There are some bodies, institutions, commissions, organizations, unions, and etc.. But all of them are of the secondary importance. All this serves to the benefit of economic interests, since the economic interests represent the issue of the primary importance. The most important thing is the world market. But this is not the market that is called – the market of civilized producers. There is a big difference between the terms “market” and “Bazaar”. So, our civilization is the Oriental Bazaar. I think many people visited the Oriental Bazaar. Now we'll go there again and will look at it from the other point of view. We enter the bazaar through the main gate. Near the entrance we can find the pavilions and boutiques of the richest sellers. The territory is well decorated; everything is very clean and tidy. One can buy here the high-technology equipment, electronics, and office equipment. All trade pavilions of the companies are decorated very well, with a good design. Well-dressed secretaries with the odor of expensive perfumes. The managers are dressed in suites, pleased with satisfied faces. There are the conditions everywhere. Do you recognize these countries, my dear reader? After the expensive shop windows we enter the middle of the bazaar. The pavilions and goods are less expensive here. The industrial goods, textile, inexpensive shoes. Petroleum products. The secretaries here are more decent, although they are still attractive and have a good odor. The managers are not so pleased and satisfied; there are a lot of concerned faces. It is rather clean in some parts of this area, and in some places you can find garbage and empty bottles. Do you recognize these countries, my dear reader? We go deeper inside the bazaar. Here we have the true bazaar. We can find here different goods, handicrafts. Nearby there are the shops of the fruit and vegetable sellers. It is rather dirty here. Underfoot you see the remnants of food, coverings of bananas. The loaders have a bad smell. We do not feel the odor of good presumes. The sellers ask something and offer some goods using the unknown languages. It is simply impossible to understand what they are talking about. But if you do not pay attention to them they get very offended. Do you recognize these countries, my dear reader? We go through this part of the bazaar and approach the outskirts of the bazaar, where the garbage is brought. There are dumps, warehouses. The poor and needy people roam about this place, trying to find something inside the garbage collectors. Also here you can find children with big heads and ballooned stomachs. There is no good water here and it is very hot. I would not embarrass the tender feeling of the ladies by such natural descriptions. Do you recognize these countries, my dear reader? A lot of people know this picture very well. There is nothing new or special in it.

Now let us finalize the complete picture of our civilization. Let us look from another point of view at the participants of this process. It is understood that these sellers are the countries of our civilization. They are the component parts of the world market that looks like the Oriental Bazaar. Who are they – the main components of the economic process – the main components of the civilization development? The answer is near by. We talked about that when we walked around the Oriental Bazaar. These are the states. What are these states? The state – means the company, simply a commercial company, the player on the field of the world civilization. Someone believes that the state is a form of social agreement between the citizens of this state. So, they got together and decided to live together, and concluded a mutual agreement called – The Constitution, with the description of a set of common rules for this selected geographic location. It is absolutely wrong. The state is a company. Everything is very simple and understandable. The state has all the features of a commercial company, it implements the same functions that the ordinary commercial firm operating within this state. I hear the indignation of some readers again. My dear reader, please, wait! You have shouted already when we considered the issue of non-existence of the society. Let us remember the example taken from Geometry and Drawing – let us look at the chair from the other point of view. To be more precise, let us look at the State. The state is the company. Let us mention it again. Why? Because the state conducts itself the commercial activity. It sells the passports, visas, licenses, quotas, excises, concessions, patents, it collects the VAT, so the state acts as the subject of economic activity. It issues the money and banknotes. The same as the commercial company issues the shares on the market. Do you think that this is small money in the range of the company budget? Let us add the customs. Here the shouting of many indignant voices would decrease. Now we throw to the scale the National bank of the state which determines the rate of the refinancing, and that's all. We can stop giving the examples. I didn't mention some other structures. So, the state is the company. It could be a small company or it could be a large corporation with the developed infrastructure, with own mass communication services, advertising, security, social provision of its workers, personnel bodies, etc.. What is the difference between the state and the company in this case? There are some differences. But they are not so important. The most important thing is that the state not only conducts the direct economic activity. It also organizes the economic activity of its citizens on its territory. This means that the state conducts also the indirect economic activity. It organizes the economic activity among its own citizens, commercial companies located within this state. It collects the taxes related to this economic activity. The short conclusion is: the state being the company, conducts the direct and indirect economic activity.

Now let us make a simple and not the most important conclusion. What is the important factor for the state? These are the people that live on the territory of the state and the territory itself. That's all. Nothing else is interesting for the state. This is its economic niche, the niche that would be protected by all possible efforts of the state. Who is the head of the state? This is the director or general manager of the company. This may be the emperor, tsar, king, and prince. Or it may be the elected figure like president, prime minister, same as the Chairman of the Board or the Chairman of the Council of Directors.

Now let us remember the example of the trucks. The head of the state or the head of the company – is the driver of the truck. There is also a team of technicians and managers, as it is in Formula-1. I think that it is also very simple and understandable here. Same as the commercial company, the state goes through the process of registration. It often happens after large cataclysms – let us remember the emergence of new states after Vienna Congress in 1815, the emergence of new states after the 1-st and 2-nd World War. Someone obtains the right to have his own state/company after the war. Someone proved his historical right, having preserves his ancient state. Now let us see how difficult it became to register the state/company at the moment. It is because the other companies occupy the world market, and it is possible to stand one's ground only in a severe competition, or even in an armed fight. What the word registration mean? Registration means the worldwide recognition and issue of the relevant certificate regarding the completion of registration, which provides the applicant country with the right to conduct the commercial activity, joining different economic and international organizations. The same as the company receives the right to conduct the commercial activity within the limits of a country, after the process of registration. Not all companies survive on the market. Some companies have to leave the market and to free the space for other companies. Same as some states leave the world arena and world market, giving the space for other states. From above we can see that the company and the state have a lot in common. What conclusion we could make? The subject of development of the human civilization is the state-company. This is the main and crucial subject. It is the states-companies that develop and go through the relevant stages of their development, as it is shown in the Law. It is not the society – which doesn't exist, it is not the power that remains unchangeable for centuries, and cannot be the source or subject of any development. So the picture again is very simple and understandable. What then is developing in our civilization? Or maybe we stand in one place without any development at all? No, the development exists. Let us remember the aboriginal and the tourist. From the point of view of the outer space observer they are on the same level of development. But from the point of view of the local observer they are on different levels of development. We repeat again – It is only the economic component that develops. Power and economy – two real platforms that form the basis of our civilization. Power is the “constant” value. It means that only economy is subjected to the development – the economy of the whole civilization and the economy of a single state. The economy of civilization consists in the particular energetic levels or stages. The energetic level achieved by the major part of the civilization is considered by the space as the level achieved by the whole civilization.

Suppose tomorrow we meet the civilization of very strong and clever ants, for instance. They run very quickly, they fly very quickly, they grow the animals and agricultural plants very efficiently, but they use only their muscle energy and the energy of their animals. Even if they are very prominent poets and artists, perfect philosophers, and wonderful interlocutors, they could only be placed to the first energetic level in accordance with the classification used by space civilizations. So, the earth inhabitants could be proud, because they have achieved the second energetic level. They can burn something of organic origin in their ovens.

Let us come back to the simplicity. One wise leader once said that it is worthless to look for a black cat in the dark room, especially when there is no cat there. We can say it otherwise. Do not think that the world is complex. The world is very simple, it is even more simple than you think. Again, applying the method of selection the most important criteria, let us repeat – the state is the company. So again we have the possibility to say that everything is very simple. There are no complex constructions, multi-polar worlds, sophisticated constructions, multi-vector tendencies, and other phenomena that prevent us from seeing the real picture. Even if there is something, it is subordinated to the economic interests that dominate everything. The state, being the simple commercial company should earn money and obtain profit. The main factor in this policy is the investment. The policy of investment. That's all.

The social policy and public activity is less important, and we know that it doesn't exist. The above is still not the principal issue of the present article. The main task of the present article is to ground the Law that we approaching.

Now, my dear reader, let us consider how the economic development takes place within our civilization, or in other words we'll approach the consideration and explanation of the Law itself. We'll try to explain the action of the Law, will formulate its basic notions and will give the definition to the Law. For that purpose we'll come back to a distant past of our civilization, when the earth was inhabited by our ancestors, who roamed about the land and struggled in order to survive. Let us see what were they doing. People were hunting, fishing, they collected some plants and other eatable things. Now let us clarify some notions that are important from the economic point of view, and important for the right understanding of the Law. Where do these people collected all above listed products? In the nature – “ in the natural sector of the economy”. What was the main method they used for collecting these products? They just collected the natural products such as: game animals, fish, plants.

Now, my dear reader, let us explain and determine a very important notion. I called it “the production way”. But this notion does not coincide with the production way of some socio-economic formation, society, system, etc.

Since there is no slave-owning economic formation, no feudal system, no capitalist society, we can also say that there is no slave-owning society production way, feudal society production way or capitalist society production way. I called this new notion using the old term “production way”, since I was not able to find a better and more clear term. Maybe to call it – production method? No, The “production way” is better.

Let us give a definition – “Production way” – is the notion that shows the sector of the economy and the way that is used to obtain the main portion of products and goods required for the viability of an economic structure: a company or a state”. Let us come back to our tribes. Where did they obtain the main portion of the required products? They obtained it in the natural sector of the economy and by using the method of gathering. This means that at the initial stage of development the primitive people used the production way that consisted in gathering. Where did they obtain the products – in the natural sector of the economy.

Now let us follow the history of development of our civilization. What was the next production way used by people? They started to sow grain, to grow the crop and to grow the animals. Where has shifted the basic sector of the economy? From the wild forest to the developed land – to the agricultural sector of the economy. What was the main way of obtaining the products? By means of the agricultural production way. So, my dear readers – what was the further move of civilization – to the agricultural production way. Alongside with the above someone would go to the forest and obtained the gifts of the nature, as it was before. Even now exist such tribes and such people. But we are talking about the main sector of the economy, which is the main in the given state. In that very period the human civilization jumped on the second energetic level according to the space classification, when the people started to use fire. The history of civilization followed its own way. The states appeared and perished, the kings appeared and died, emperors were killed, the whole nations disappeared in the immense spaces of steppes. Bu the production way remained agricultural for several thousand years. Not very long ago some countries started the industrial way of production. Nobody says that the people stopped eating and abandoned the agricultural sector of the economy. People started to receive the main part of the products by means of the industrial production way in the industrial sector of the economy. The agricultural sector in these states occupied the second position by importance. But it doesn't mean that the growing of cows and cabbage leaves us behind at the second – agricultural production way. We'll see it later. Some states already abandoned the industrial production way and started the new way, while the other states still practice the agricultural production way as the main one. It is also worth mentioning the correlation between the production ways. In some states there are two production ways: agricultural and industrial. From the appearance of the industrial production way in the state emerged the agricultural-industrial production way, then after the development of the industrial sector, there emerged the industrial-agricultural production way. So, in the principle, it is understood what is the main sector of the economy where the state obtains the main part of its product. Maybe it would have been more correct, but I think it would lead to the excessive details.

I think that if the proposed idea is right, it will require some additional development and clarification. In this case the further researchers would be able to make a more precise definition of terms and levels of classification. Now for the understanding the essence of the Law, we'll use the more simple classification.

So, let us see what we have on the way of previous development of civilization? Again we have a very simple and very understandable picture. The civilization was moving from the gathering production way to the agricultural production way and then further to the industrial production way. What is next? Further, using this scheme we would determine our current position and will give the forecast for the foreseeable future. If all previous theories ended at the contemporary stage, this Law enables us to give a clear forecast for the future until the end of life in the universe. Where would we be, what would we do, and how would we do that. The possibility of suchlike forecasting is of the crucial importance for the politicians. But I do not want to make this forecast by means of guessing, that's why let's come back to the consideration of the Law.

In principle, the further work can be done by the pupil of the secondary school, or by the university student by using this method. Let us go further on the development way. The advanced countries continued to develop the industrial production. The first plants and factories were very primitive. They roared, were very noisy, were producing the deadly smoke. The conditions of work were very difficult. The labor safety was violated. The workers received a lot of injuries and there were a lot of death reports, especially at the factories with harmful production. The organization of labor and production was also at a low level. I'm not speaking about the beautiful design of the factory interiors. They didn't pay too much of attention to it. But the situation gradually changed. In the middle 20-th of the XX-th century the leading countries started to introduce to the production the latest science achievements and to organize the production using the principles of advanced and scientific management. This process was going alongside with the process of evacuation of the harmful industries from the territory of these countries, and concentration in these countries the high-technology industries that provide the modern outlook of our civilization. I believe that this picture looks familiar for many people, and is simple and understandable for any educated man. What happened now from the point of view of the Law? The advanced countries shifted to the new method of production – scientific-industrial. Its basic features are: high-technology production on the basis of the advanced technological discoveries, scientific management and modern marketing. So the main part of the economy is concerned with the production of high-technology scientific-industrial production. Which way is used by people to obtain the main part of their products – the scientific-industrial production way. Now let us remember our walking along the Oriental Bazaar – world market. How well do the players of this market – states-companies coordinate with the production ways specified in the Law? Again, dear reader the picture is very simple and understandable. As it should be in a good and well based Law. We received this picture without using any social theories, theories of different worlds, social theories, civilized approaches, multi-polar worlds, complex constructions, national peculiarities of the transition periods, affiliation and mutual transitions, the necessity in revolutions, dictatorships, struggle between the classes and etc.. Maybe someone would continue the above listing, which was not required for us. Why was it not required – because all this does not exist? Even if there exist some processes, they are subordinated to the Law of Global Development of the Human Civilization. The Law is the Law. There is an old French movie, rather instructive by the way, with the same title. But the Law has some conclusions/corollary facts. Let us remember the Geometry. The Theorem is the Law. It has the objective nature and has the conclusions. There is a lot of work for the researchers to determine and investigate these conclusions/corollary facts. After the investigation they can elaborate the practical recommendations.

Let us speak once again about the differences between the industrial and scientific-industrial production ways. This issue is very important. In former times I lived in the state that called itself the socialist state. From the point of view of social theories this state considered itself to be situated on a higher level of development in comparison with the capitalist countries. I do not know why, but the economic indexes lack behind those of capitalist countries. Once I saw a TV-report regarding the organization of the agricultural production in Netherlands. I've seen the report from a cow farm. I do not speak how clean these cows were. They were fed using the scientific methods. The cows were washed with the usage of shampoo. The cleanliness and tidiness was perfect. There were even no flies. The process of organization is perfect and a few people work on this farm. I compared this picture with our socialism reality. What impressed me most of all is the fact that every cow is included in a special computer database of the country. The conclusion is very simple. The organization in the economic sector is on the scientific-industrial level. In other words the production in the agricultural sector is also organized on the scientific-industrial level. Now let us remember the expressions: sport industry, tourism industry, leisure and entertainment industry. All these expressions already became the reporter's cliche. Now, we add to this term the words: “scientific” industry and modern management, and we have the scientific-industrial production way. Now we also add not only production but provision of the services. Let us take the tourism industry. There are for instance some hotels in a small country with good natural conditions. A group of tourists decided to visit this country. They reached a local dirty airport, reached their hotel in spite of road problems. At the reception desk they have been met by a gloomy and tired receptionist who has thrown the room keys on the table and has showed with his hand to the direction of the beach. Uncomfortable rooms, poor-quality meals at the restaurant. Poor-educated and unfriendly personnel, bad management. Well! What would the tourist say in this case? Guys, why I have come here? Maybe you think I come here to speak to you, or I have come here to pay money for the provided service?

So, if you like to have the tourism industry, to have a large flow of tourists, whose money would play an important role in the budget of your state, then you would firstly construct the modern airports, hotels of white stone, would create the adequate infrastructure, would attract the qualified managers or you will send your young people to study abroad. Prepare and train the personnel, introduce the modern management – and I would come to you and would pay my money. Before you do that I can only come to speak to you but not take use of your services. Before you do that you would only accept 10 tourists who like the extreme tourism and let them me the food for your local sharks. In order to construct suchlike hotels you should firstly create the necessary economic conditions and find and obtain the necessary investment. Before you do that I would go to the country where the hotel and tourism industry is well developed. The same picture is in the sport industry. In order to bring up a sportsman or a sport team and to organize the international competitions on the modern level, you require the scientific approach, modern management, the existence of the training camp. The time of the lonely-heroes in sport goes away. The countries where the industry with scientific approach and modern management is created achieve the best successes.

All above examples are rather simple. Another example is from the sphere of disharmonies of the social theories. These theories have the provision regarding the existence of the national peculiarities during the transition from one social system to the other. These theories provided the example of Mongolia, which jumped from feudal system to the socialist system by means of revolution. Now let us remember our excursion along the Oriental Bazaar. Where was Mongolia on this Bazaar? Maybe near the sellers of high-technology equipment? Was it in one line with the beautiful design and the secretaries with odor of expensive perfumes? No, it was in the other sector, in the same sector where it is now. The same could be said about the former socialist countries. They haven't returned to a “lower- capitalist” social level after the destruction of socialism. They remained in the industrial sector, as they were before in spite of the fact that some of them joined the European Union. The so-called “capitalist” countries are in the avant-garde of the scientific-industrial sector of production, same as they were before. Now they continue to move to the next production way.

Why do suchlike social theories are dangerous? Because they state that it is possible to create a better and happier society if they kill their king, or shoot their former government. Only after that they think that they would be happy. Let me offer you my classification of the “societies”: unhappy society, a happier society, a rather happy society, the formation of the entire and complete happiness. Haw do you find such classification? I think this classification is not worse than the classification: slave-owning society, feudal formation, capitalist society, or communist society, or the classification: kind gas, malicious gas. These theories adopted in the 19-th century caused hundred millions of victims in the 20-th century.

The killing of a king cannot result in a transition to a new happier society, for instance to the capitalist society after the Great bourgeois revolution. This means only the transfer of power and authority from one group of persons to the other. It doesn't influence in no way the economic component and production way. In case if this change of authorities causes the catastrophe and deterioration of the country, if the country looses in such case a great part of its population, this change really influences the production way and the economy.

So, my dear reader, now let us make the main conclusion, finish the explanation of the Law and give the definition of it: “Human civilization develops by means of moving from one production way to the other. The production ways involved are the following: gathering, agricultural, industrial, scientific-industrial”. That's all I think. All our passions and concerns could find the room inside these words.

So, my dear reader, we determined the former and current development of our civilization. Now, let us start considering the most interesting subject. We'll try to look in the future. At the moment, everyone who has read this article, has the Law in his disposal, and everyone can make on the ground of proposed by the Law methodology and knowledge make his forecast. Let us make the forecast together.

Which theories exist that may forecast the development of the civilization in the future? There are few of them. This subject is interpreted and beloved by the science fiction writers. We are not going to consider the theory of achievement of the society with “ entire and complete happiness”, or the theory regarding the transition to the communist formation. There are some more serious theories, to the followers of which I also belong. We'll have a brief description of these theories: the theory of post-industrial society, information society, the theory of stages of economic development. All above theories are simply the theories. Nobody of their authors has formulated a Law. The authors of these theories also tried to explain the possible development of the society – the society that doesn't exist. The right direction is the economic one. Nobody of the authors has given the right classification. The authors of post-industrial and information society try to look in a very distant perspective. Well, what's next? There are no answers. The proposed Law offers us the possibility to look into the distant future and to make a forecast until the very end of life in the universe.

Beginning with the 50-s and 60-s of the 20-th century the advanced countries turned to the road of scientific-industrial production way. Some countries are situated on the industrial production way stage. Some countries are still on the agricultural production way stage. It is time to solve a lot of theoretical problems of modern science, especially Physics, Cosmology, Medicine and Biology. In the nearest decades we'll find the new source of energy, and our civilization will jump to the industrial production of hydrogen energy. In other words our civilization will jump to the third energetic level according to the space classification. If we wouldn't be able to reach the third energetic level before we finish all our natural oil resources, it means that our civilization would end unsuccessfully. The period of termination of oil resources is an objective factor. We should do it in a timely manner.

We are not going to consider some subjective factors of danger, such as the possibility of the third world war and termination of civilization as the result of atomic war. We can avoid this by using our common sense. This is a subjective factor. If our civilization will be terminated due to the above factor, it would not be the objective result of our development. If our civilization ends as the result of the ecological or space catastrophe or disaster, it would also not be the objective result of our development. We can give an example here – a man has fallen into water. He can sink or he can swim. Suppose he sank. But nobody prevented him from swimming to the surface. Everything depended on him. The same thing is with our civilization. The natural death of our civilization could be considered as its objective finalization. That's why we should jump to the third cosmic level. Otherwise we would be captured by the natural death. The situation would be normal in case if we had the oil resources for 100-150 years ahead. But, we should hurry up. Alongside with moving to the third energetic level, the advanced states of the planet that determine this level would continue to develop in the framework of the scientific industrial production way. This development could continue within the nearest 50-100 years. Alongside with the development of science, new technologies would be introduced in electronics and medicine. These sciences would experience the major breakthroughs, the breakthroughs that would lead the advanced states to the next production way. This would be the electronics, biology and medicine. We are close already to the discovery of the human genetic code. The possibility of cloning appeared.

The study of the founder cells will enable us to grow the human tissues and organs. Some decades of breakthrough development of biology and medicine and the human would be completely investigated. What would be the consequences? Let us see the example. A man drives a car and gets into a car accident. His hand is injured. The doctors give him a new electromechanical hand instead of his former hand. He lost two hands. The doctors give him two hands. He lost two hands and two feet. The doctors change them as well. Suppose two hands, two feet, body are injured? But the brain is alive. The doctors change hands, feet and body. But! Would it be the same man? Would it be a human? Would ha e have a soul? Where is the limit when a human with soul becomes a non-human soulless being? The development of electronics will lead to the creation of artificial intellect. What if in case of an accident the brain and the body are injured? The doctors upload the information from the injured brain to a new artificial brain, and give him a new body. Or maybe after the accident the man would be willing to have the electromechanical structure instead of human body. Why to eat, to visit WC, to be ill? The brain is mine, the memory is mine. Let us stop again. Where is this edge? Where is the limit? Where is that razor that shouldn't be trespassed? This dilemma should be solved in the coming years by the scientists, religious people and politicians. The development of electronics, medicine and biology would provide us with the possibility to create robots and cybernetic organisms. Some robots, rather primitive at the moment already exist. There are some cybernetic organisms. Some people already have the implanted cardio stimulators, devices for the improvement of sense of hearing, microchips. In the nearest future the people with damaged sense of vision would be able to receive some implants that would improve their vision. And so on. The process is going on and it is unstoppable. The question is – who would be the first – the robots or cybernetic organisms. who of them? Who would be selected by the civilization? Let us see an example. The daughter comes home in the evening and tells to the parents: “Father, mother, I would like to get married. I love this guy, but he is a robot (cybernetic organism). But it is not terrible because we love each other.” And at this moment such a electromechanical monster falls into their flat. But he is clever, beautiful and strong. The mother is the famous politician, the father is the religious man and theologian. A mute scene, the mother looses consciousness. Curtain…. It would be very soon, dear ladies and gentlemen. Some 50-100 years ahead. When the Japanese or Korean companies demonstrate a new electronic wonder at an exhibition, we should not only be astonished and excited. We should also think what would be the further consequences. We should get prepared for the inevitable from now.

So, robots or cybernetic organisms? Or in other words, should we expect the robot technical or cybernetic organism – technical production way?

I provide the reader with the possibility to guess it himself. Everyone could have his own opinion. We are now trying to look into the future. I would ask the reader to switch the TV-set and to watch the programs dedicated to the animal world – for instance ANIMAL PLANET. To watch this channel for a long time, again and again. Especially the programs dedicated to the underwater life in the ocean. Look, what a diversity of forms. The highest degree of adaptability of the organisms. Practical and reasonable construction. All this was created by nature in the course of million years. Would we, humans, be able to create something that could be better? My opinion is - not! And we shouldn't lose our time. Look how a bird flies in comparison with the plane. Why should we create a plane-robot. Anyway the bird would fly better. It would be better to transform a bird into cybernetic organism. So, I think that the mankind would go along the way of creation of cybernetic organisms. of course there would be some robots. They would be required for work in a very dangerous and severe conditions – such as a crater of volcano or a planet with very severe conditions. But, it would be much more reasonable to improve the man – to make him free from diseases, to enlarge his life expectancy, to change his ill or weary organs, to give him the required qualities. So, most probably the next production way should be – cyber- technical. Of course people would continue to grow cabbage and bread. But the leading countries would concentrate their main efforts on the high-technology scientific sector of production of robots and cybernetic organisms. People would construct the cybernetic organisms, make the related experiments, improve them in order to achieve the new required properties. Some people would be willing to obtain the properties of a cybernetic organism in order to change their lives. This process could last for hundreds of years. During this period our civilization will jump to the fourth energetic level (consumption of energy of the substance) according to the space classification. New energy would enable us to create the new engines, and to create the powerful space fleet, not like modern chemical, or hydrogen, which are only capable of floating within the limits of solar system. The mankind would be able to fly to distant objects of the Big Space. What would be the outlook of the mankind during that period? It would not be the civilization of humans only. It would be the mixed race of humans and cybernetic organisms. And maybe the cybernetic organisms would completely substitute the humans. The cyber-technical production way could last for a very considerable period of time. There is no limit for improvement and perfecting. The civilization will gradually jump to the fifth energetic level – the use of the space energy. The whole universe would be available for us. This stage could also last for a considerable period of time. But this period is nothing in the scale of the universe. This stage would witness a very important quality breakthrough. “Second Big Change”. The mankind would abandon the economic phase of its development. How? People would get familiar with the galaxy, other galaxies, the entire universe. Where to go further? The colonies would be everywhere. Everything would be uniform everywhere. The space is uniform. Maybe we'll meet some other civilizations, friendly or hostile. Maybe we won't. and we'll be alone on the way of progress. We'll understand, investigate and learn everything. At some stage the people would understand that it is worthless to have the body, to cure it from illnesses, or to repair it. The pure reason and energy would be the main value. Why to construct the houses, transport means, spaceships, if the pure reason could move in no time from one part of universe to the other, and to obtain the necessary energy everywhere. There is no need in economy. The civilization would abandon the economic phase of its development and would start the new phase. Please, remember, my dear reader – initially there was a phase of social development, then the phase of economic development. What would be the name of the third phase of development, I do not know. The mankind would jump to the new psychological production way and would jump to the next – the sixth energetic level according to the space classification. It would jump to the level of use of the psychic energy. Then the progress could stop, because everything would be studied and learned. Maybe there would be one more stage – one more production way. But we could speak about it later. Let everyone think about it himself.

So, I tried to imagine the development of our civilization from ancient times till the distant future. The proposed scheme turned out to be very simple and very understandable. There is the Law, there is the definition of this Law and there is the explanation of this Law. The Law has the objective nature; nobody could avoid its influence. It is impossible to jump from one production way to the other without going through a set of obligatory processes. There are no exceptions. Everybody goes through the same production ways. There are no national or other peculiarities.

For the investigators of this Law there is a lot of work related to the clarifying and improvement of the proposed scheme, to elaboration of the practical recommendations for further moving along the way of economic development. Let us take an example from geometry. The theorem is the Law. But there are some conclusions/corollary facts. They are also very important and they also have the objective nature. This Law could give birth to a set of conclusions/corollary facts. These conclusions could be very useful for the contemporary politicians and leaders. They could help them not to loose the time and money for useless projects.

I doubt very much that this Law is designated for the contemporary people. They could say only: Well, we'll see… This Law would be more useful to the pupils and students who would substitute the contemporary managers and politicians in 10 or 20 years. I think that by that time the Law would be more famous and understandable and applicable for the application of our growing generation. That would be the time when it would make its influence. Now every reader could make the forecast of our development. I also have the opinion on this issue. But this is the subject of further discussions.

As such, everything is very simple and understandable.
